Where the Cogswell Interchange currently sits, a new neighborhood will soon be developed with the goal of connecting downtown with the north end and waterfront and building a stronger, more inclusive network of communities.
The Cogswell District project will reunify communities divided by the interchange lands and transform 16 acres of road infrastructure into a mixed-use district, extending the city entry northward. Restoring the urban street grid will result in development blocks that can accommodate 2,500 additional people in new residential and commercial contexts. This traffic-centric neighborhood will be transformed into a living, pedestrian-friendly environment for people to live, work, and play thanks to high-quality dedicated bike lanes, multi-use paths, new parks and open spaces, a rebuilt transit hub, and a substantial central urban square.
It is anticipated that the Cogswell District redevelopment will cost about $122.6 million to complete (gross). Once construction is finished and the neighborhood has undergone all necessary rehabilitation, this project may eventually be mostly self-financed. The municipal government will be able to offset its initial outlay by selling land, sharing the cost of utilities, and collecting the ensuing property taxes.
Notably, the Cogswell District will have a green energy source for buildings thanks to a district energy system based on ambient heat recovery from the Halifax Wastewater Treatment Plant. The project will be able to get gold level certification under the Rick Hansen Certification program thanks to certain design elements that have been implemented into the District to improve overall accessibility.
The Cogswell District is the biggest city-building project in the history of Halifax. In support to this project, HRM launched a mobile app that helps travelers going to and from the area. The Cogswell District mobile app has features such as optimizing their routes, reflects current closures, shares social media updates, and hosts images of construction progress. It also includes an Open for Business section, which profiles businesses located in the Cogswell District and surrounding area. And more importantly, it provides access to the latest information about the project.
With this free software, users may navigate the Cogswell District while it is under construction using the most efficient routes for driving, cycling, walking, rolling, and taking transit. Since the app is integrated with Google Maps, users may plan their trip in advance by seeing the most recent road closures.
