Electric Vehicle Strategy in Halifax

Halifax Regional Council gave its approval to the Municipal Electric Vehicle (EV) Strategy on November 21, 2021. The plan’s transportation goals are supported by HalifACT, the municipality’s climate action plan. In the Halifax Regional Municipality, the transportation sector is responsible for 20% of all emissions, 90% of which are from light-duty, personal automobiles.

The municipality is committed to assisting in the decarbonization of transportation, and one of the ways we do this is through investing in infrastructure for public charging. Our main objectives are to reduce range aversion and promote the switch to electric cars.

While the province’s public charging infrastructure is primarily expected to come from the private sector, Regional Council has committed to taking the lead on infrastructure development in the near term as the usage of electric vehicles rises. This strategy is in line with the laws in places like Toronto, Victoria, and Montreal.

The Halifax Regional Municipality will start putting up public charging infrastructure in the summer of 2023. By the summer of 2025, up to 18 sites should be up and running. The locations will be spread out across the entire municipality and will include both urban and rural areas. Site were chosen based on Near amenities; Near highway corridors; In multi-unit residentially dense areas; and Distance from other public charging infrastructure.

Between May and July 2023, the government will hold 18 free electric vehicle test drives in communities all throughout the municipality in collaboration with Next Ride and the Clean Foundation. The team will be accessible to respond to queries and disseminate details regarding electric vehicles, possible discounts, and what to anticipate from the municipality’s electric vehicle policy.

There will be at least one test drive event in every district. The full schedule of event dates and venues may be found below. Register in advance for a nearby free test drive event to reserve your position. There will be a few spaces available for walk-ins. About two weeks before to each event, links to register will be made available.

This bylaw is expected to be presented to Regional Council for a second reading in June.
